Born on February 28, 1947. Primary school attented in Kanlıca and Cihangir Tekke schools, and graduated from Şişli Terakki High School, Faculty of Medicine at Çapa Faculty of Medicine and became a Medical Doctor in February of 1973.

From 1973 to 1977 he worked as an anesthesia and reanimation assistant at Çapa Medical Faculty. For two years he worked as an anesthesiologist in the same department of cardiovascular surgery.

Between 1978 and 2009 he worked as an anesthesiologist and deputy chief at the German Hospital during the German administration.

Between 1994 and 2009 he worked as a Chief Physician and Anesthesiologist at the Universal Hospital of the German Hospital.

In 2009 - 2017 she worked as an anesthesiologist at Bahçeci IVF Centers.
He is currently an anesthesiologist and managing director in MOMART clinic.

Between 1959 and 1973 he performed swimming and water polo sports at the Istanbul Yüzme Ihtisas Club. He played in the national water polo team and became national many times.

From 1979 to 1994 he served as international referree.

He took part in 1988 Seoul, 1992 Barcelona, 1996 Atlanta Olympics.

From 1994 to 2012 he worked as a member of the board of directors and a member of the LEN (the European Swimming, diving, sycornized swimming and waterpolo Federation).

Between 1996 and 2013 he was a technical board member of the World Swimming Federation water polo. Between 1985 - 2005 he was the president of Turkey Swimming, diving and waterpolo Federation

He was married to Leyla Toygarli, MD in 1973 and is still married, and has two children named Hale and Haldun.
